The film begins with a man introducing himself as Detective David Fisk. The man, known as Turk, is a worthy cop of the New York Police Department and is admired. He is being interviewed with a low quality black and white camera. He claims to have killed fourteen people. He is ready to explain them.
The movie flashes back to Turk and partner Rooster (who looks up to Turk). They are top detectives in the New York Police Department. Meanwhile, a child killer goes on the loose after he gets away in court. Turk is ready to frame the child killer by planting a gun into his house. The child killer gets locked up.
